VATM activates the Covid-19 Pandemic Response Plan at ANS Facilities
The Covid-19 pandemic response plan at VATM’s ANS facilities was issued on March 26, 2020 after obtaining the approval of the Civil Aviation Authority of Viet Nam (CAAV) to ensure that in every situation of the epidemic outbreaks, the ANS services provided by VATM are continuous, unified, ensuring absolute safety for all landing/ take-off flights and over-flights in the two flight information regions of Viet Nam. According to the plan, there are 5 levels of response to be established, based on the actual situation of the Covid-19 pandemic at each time and in each locality.
Ha Noi Area Control Center
Currently, VATM has announced the activation of level 3 (in orange) for all the significant ANS facilities including Ha Noi ACC, Noi Bai APP and TWR in the North; Ho Chi Minh ACC/ APP and Tan Son Nhat TWR in the South and Da Nang APP/TWR in the Middle region which takes effect respectively from on April 1, April 3 and April 04, 2020 to April 15, 2020. Other associated facilities including MET, CNS, AIS, SAR and TWRs at domestic airports have been activated in response at level 2 (yellow).
VATM has deployed professional calculating of sectors integration, control positions and arrangement of the staff at each working location based on the traffic density and conditions of technical equipment, at the same time, fully implemented medical regulations and hygiene measures in the workplace.
Tan Son Nhat TWR
An important content in this plan is to deploy the operating staff at the facility 24/24. The operating staff is divided into 3 groups (A-B-C), each group works continuously for 15 days and 24 hours. During the first 15 days, Group A will be on duty at the facility, Group B will be on standby, ready to replace when any of the members of Group A are identified as F1 or F0 (all Group A will be isolation), Group C stays at home. Both groups B and C absolutely do not move when not really needed, limiting contact with others. The next 15 days, Group B will be on duty, Group C will be on standby and Group A will stay at home. Every 15 days (quarantine period), the groups take turns. The operating staff on duty are completely isolated from the outside and provided good accommodation and living conditions.

The VATM’s Covid-19 pandemic response plan was developed based on the guidance of the CANSO, experiences getting from the Eurocontrol, ENAV, Nav Canada and methods sharing with colleagues in Thailand and Singapore.
With proactively development and implementation of the Covid-19 pandemic Response Plan at ANS facilities all over the country, it’s confident that all flight operations in Vietnam's FIRs will always be safe in any event of the pandemic outbreaks.
