VATM and JRC successfully completed the MLAT cooperation program at Phu Quoc international airport
Under the signed agreement, JRC provides VATM with non- refundable grant, including: equipment, transportation, installation, insurance, expert salary, related taxes and fees regarding the implementation of provision, installation, evaluation, testing of the MLAT system at Phu Quoc international airport.
The installation of MLAT system has been completed since April 2020. However, due to the impact of COVID -19 pandemic, Japanese experts could not able to enter into Viet Nam. Therefore, until February 2021, both sides organized the site acceptance test. The test result showed that 100% met the standards required by international organizations (ICAO Annex 10 Volume 4 and EUROCAE ED-117A). This result has been approved by the Civil Aviation Authority of Viet Nam (CAAV). During the trial operation since February 2021 up the now, the MLAT system has been evaluated in stable operation and useful for ATC at Phu Quoc international airport.
On 08 June 2022, in Ha Noi, the Japan Radio Company Ltd. in collaboration with the Viet Nam Air Traffic Management (VATM), host the Handover ceremony of the MLAT system under cooperation program at Phu Quoc international airport. Mr. Doan Huu Gia, Director General of VATM and Mr. Koarai Takeshi, Representative Director and President of JRC signed the Handover Certificate.

Deputy Minister of Viet Nam MOT Le Anh Tuan said: “The successful cooperation between VATM and JRC in deploying the MLAT system Phu Quoc International Airport will help to improve air traffic monitoring and controlling capabilities of VATM, which is considered a good step toward cooperation in air traffic management in the next coming time”. He also requested VATM, based on results of MLAT technology application at Phu Quoc airport, to propose the MOT its orientation for MLAT system development at other airports of Viet Nam to fully exploit and make good use of new monitoring technology to serve for air traffic management in Viet Nam.

“This is the first time the MLAT technology has been deployed and applied for ATC operations in Viet Nam. The trial process of MLAT system at Phu Quoc international airport has shown that the MLAT technology has many outstanding advantages, accurately determining the aircraft’s position operating at the airport, contributing for the reliability of aviation surveillance system. In terms of operational coverage, the MLAT system also able to cover the low level airspace in the area of responsibility of ATC Tower where the radar or ADS-B is not able to monitor, in order to improve ATC capacity at the airport, especially in unfavorable weather conditions”, said VATM’s Director General Doan Huu Gia.

Speaking at the Ceremony, representative from Ministry of Internal Affairs and Communications (MIC ) shared information that “ The MLAT system installed at Phu Quoc international airport not only meets but also exceeds the international standard ED- 117A (the position accuracy of the system is within 3m compared to the standard of 12m). I believe that after handed- over to VATM, the MLAT system under VATM’s management and operation will promote its effectiveness in ensuring air traffic safety. The Japanese side looks forward to continuing to cooperate with Vietnam to deploy the MLAT system at other airports in Vietnam.”
